Overview
This tutorial is not specific to The Sims 2, but does show a very simple handpainting technique, meant for low-poly 3D models (similar to Sims 2). Though this is a handpainting technique, it could be done with some patience using a mouse for simple, straight styles.

This tutorial is not specifically for Sims 2 and is just about the texturing itself, nothing else. It is not a beginner's tutorial. If you have never done hair before, you really should start with clothing.
For a basic explanation of how to recolour hair including sorting out the different files, you'll need a more basic, Sims 2 specific tutorial.
