Vampires in Sims 3 were introduced with the Late Night EP, and differ from vampires in Sims 2 in a few ways. The most obvious are that they can go out in sunlight without bursting into flame, and that they aren't immortal - they do age but at a much slower rate than a normal sim.

Vampires are plasma-drinking sims that gain buffs at night and have hypnotic and psychic powers over mortal sims. Unlike in The Sims 2, sunlight will not kill a vampire, but it will slow him or her down severely and also make them smolder. Although very slow to age, vampires are also no longer immortal by default. Instead, vampires must now earn immortality through the Immortal lifetime reward, which unfortunately also makes them sparkle in sunlit. Vampires are almost instantly recognisable from normal sims due to the soft and unhealthy glow their skin has. They also tend to have bright, flashing eyes, and you will notice when they eat or laugh that they also have sharp fangs.

Vampires' eyes are slightly paler in color and glow after transformation.  Their skintone will be paler than it would be if they were a normal sim, and their skin has a noticable aura.  And, obviously, they have fangs.

When you have found one you will need to befriend them - it's a precious gift, vampires won't just bite anyone - and then click on them and choose the option 'ask to turn'.  If the sim doesn't have a good enough relationship with the vampire then they may refuse.  If they accept then they will bite the sim's wrist and the sim will be surrounded by a red cloud with bats in (as seen in the picture above).

The sim won't change instantly: the process takes three sim days.  Immediately after being bitten they will get a neutral moodlet which lasts until the tranformation is complete, and over the next three days a few notifications from your sim might pop up about their bite marks.  When the sim transforms the same red cloud with bats surrounds them and their eyes start glowing, their skin pales, and they get fangs.
