Overview
Creating eyebrows and eyelashes is the same as just about any Body Shop texturing project: your texture image is like "paint" on the sim's skin, creating the colour and texture that will be applied, and the alpha tells it how much paint to put in those areas.
If you are familiar with basic Body Shop projects like clothing, you are perfectly capable of making eyebrows and eyelashes - it's a matter of trial and error till you get something you like. You can also try looking at custom items that you like - make a new project using them in Body Shop and examine the texture and alpha to see what they did.
